يشكل هذا الكتاب حصيلة تجربة تربوية بحثية في مجال تدريب المديرين في الميادين التعليمية والغاية "ضمان قيادة مدرسية عالية الجودة" وبهدف تحقيق هذه الغاية بدأ العمل على إعداد برنامج (القادة الطامحون) لإعداد مدراء يحلون محل أماكن المدراء المحنكين في المناطق التعليمية بسبب التقاعد؛ وإيجاد الأعضاء المهرة المدربين جيداً لملء ما تركه المتقاعدون من ثغرات. وجاء برنامج (القادة الطامحون) الذي يدور الحديث عنه في هذا الكتاب – النابع من الشراكة بين مدرسة الشؤون العامة التابعة لكلية "باروك" والمنطقة التعليمية الثانية بمجتمع مدينة نيويورك ليتعامل مع هذه الضغوط.
في ضوء ما سبق يزود هذا الكتاب المؤسسات التربوية بالمعارف والقدرات التي يتوجب توفيرها للمدراء لتحسين العملية التدريسية في مدارسهم، ويبحث عن الإختلافات التي تشمل: الشرك الجامعي، والمدخل التعليمي في كل منطقة تعليمية، وكيف تتم عملية اختيار المدراء للتدريب والإشراف عليهم، والميزانيات، وغيرها؛ ولأن برنامج (القادة الطامحون) برنامج تشاركي يمزج بين المداخل النظرية والتطبيقية فإن تطبيقه يتطلب نوعاً من التعاون القوي بين المنظومة المدرسية وبين الجامعة، ويعتمد على التعلم القائم على المشكلات، وهو يعد واحداً من أشمل البرامج الإصلاحية في التدريب.
وعليه يندرج هذا العمل البحثي في إطار عملية إصلاح طرق التدريس وصياغة المناهج الدراسية وإعداد "قادة عالية الجودة في العملية التربوية" وهو من تأليف سندرا ج. ستين وليز جيورتزمان من جامعة نيويورك في المنطقة التعليمية الثانية، اللتان تقدمان لنا تجربتهما في برنامج "القادة الطامحون" عبر صفحات هذا الكتاب.
