كان ميلوفان دجيلاس نائب المارشال تتيو ورفيقه خلال الحرب، وعندما استتبت الأمور، حدث ما يحدث في كل الدول الديكتاتورية: أمر الرئيس بسجن نائبه، وبعد عشر سنوات خرج الرجل بضجة عالمية وإعتبر في ذلك الوقت (من أهم المناضلين، المنضمين في صفوف الحرب الشيوعي، على المستوى الفكري وفي ساحة القتال.)
الطبقة الجديدة) هو آخر ما ألفه دجيلاس، وأهميته تأتي من كونه لعب دوراً إعلامياً مهماً في الحرب الباردة وفيه إعتبر الكاتب أن الشيوعيون ألغوا الرأسماليين كطبقة لكنهم أقاموا "طبقة جديدة" من البيروقراطيين ومسؤولي الحزب والشرطة السرية وضباط الجيش، وهي طبقة أثرت بسرعة وإستبدت بسرعة وفسدت بسرعة.
لم تستطع الإشتراكية أن تكون بديلاً للرأسمالية، يقول دجيلاس، لأن كلتيهما خضعت لطبقة لا تعلم إلا لمصالحها. لقد حلَ البيروقراطيون محل الرأسماليين. وفوق ذلك حكمت السيوعية بالطغيان والغباء الإقتصادي. وما أن تحتل الطبقة الجديدة السلطة في أي مكان، حتى تتحول من "تقدمية" إلى "محافظة" لا هم لها سوى الإحتفاظ بمواقفها ومكاسبها. وخلص إلى أن الشيوعية هي البيروقراطية في أقصى درجاتها، ولذلك حكم عليها بالفشل. ويلاحظ الكاتب أن الشيوعية قد أخفقت في البلدان المتطورة إقتصادياً وسياسياً، ولم تنجح –خلافاً لتنبؤات ماركس- إلا في البلدان المختلفة وفي عهود الإضطرابات والتدخل الخارجي وتوريد الأفكار الثورية تحت أسماء مختلفة وشعارات مزيفة.
وعليه يعتبر كتاب (الطبقة الجديدة) بمثابة نقد مفصَل للنظرية الشيوعية، وتعبير أكثر صدقاً عن الحركة الشيوعية المعاصرة، مبني على التجربة، لسياسي إنخرط في الحركة الشيوعية، ثم ما لبث أن إبتعد عنها، عندما رآها انحرفت عن أهدافها.
