إن تطوير الأداء والإختصاصات لجهاز الرقابة المالية الأول في مصر يعد قضية محورية لتأمين اقتصاد الدولة، وضمان حقوق المجتمع وجمهور المتعاملين وحفاظاً على المال العام أو المشترك، كما إنه لا يمكن أن يظل أسلوب الرقابة جامداً رغم كل المتغيرات السريعة التي تحيط بها من كل جانب وإلا فقدت الرقابة معناها وفحواها وتأثيرها، كما إنه من الناحية البحثية لم يلق هذا الموضوع كدراسة مقارنة اهتماماً كافياً حتى تاريخه وبالتالي فقدنا أهم مصدر ممكن أن نغذي به تشريعاتنا وهو تجارب واهتمامات الدول من حولنا المتقدم منها والنامي كل حسب خبراته وهو ما يجب أن نقيس به أداءنا، وهو ما تحاول هذه الدراسة الوصول إليه قدر المستطاع، لذا فقد اتبع الباحث المنهج الموضوعي والمقارن من خلال دراسة تجارب النظم القانونية الأخرى ومقارنتها بالنظم المعمول بها في مصر وبيان ما بها من نقاط قوة وما بها من نقاط ضعف.. في محاولة لاستنباط نتائج محددة تكون قابلة للتطبيق، وقد استبعد الباحث الخوض في الشق المحاسبي المهني البحت للرقابة المالية لبعده عن مجال هذه الدراسة التي تركز على الشق القانوني للرقابة المالية وهو ما يشكل حدود هذه الدراسة. لذا فقد تم تقسيم البحث إلى فصل تمهيدي وقسمين أول وثان...... أما الفصل التمهيدي فقد آثرنا أن نعرض فيه مفهوم الرقابة المالية وأهميتها ونشأتها في بعض الدول المتقدمة والنامية، أما القسم الأول فقد عرضنا فيه تطور الرقابة وأنواعها مقسمين إياه إلى بابين يعني الأول بتطور الرقابة بالأجهزة الرقابية والثاني بنطاق الرقابة المالية في أجهزة بعض الدول كما خصصنا القسم الثاني من البحث للتطرق لأهم الجوانب التطبيقية للرقابة المالية في الوقت الراهن.
