فى هذا المرجع القانونى الضخم قدم الدكتور "عبد الرءوف مهدى" شرحا وافيا للقواعد العامة للاجراءات الجنائية, وقد قسم الكتاب إلى باب تمهيدى اختص بالتعريف بقانون الإجراءات الجنائية, وثلاثة أقسام اختص الأول منهما بالاجراءات السابقة على المحاكمة الجنائية, وذلك فى خمسة أبواب هى كالتالى: اجراءات جمع الاستدلالات, التحقيق الإبتدائى, قيود تحريك الدعوى الجنائية, تحريك الدعوى الجنائية بغير أرداة النيابة العامة وانقضاء الدعوى الجنائية. أما القسم الثانى فقد تناول اجراءات المحاكمة الجنائية من ضمانات المحاكمة وتنظيم واختصاص القضاء الجنائى والتحقيق النهائى والاثبات الجنائى والأحكام القضائية الجنائية. ووصولا إلى هذا يكون انتهى قسم الكتاب الثانى, ليبدأ الثالث والأخير متناولا طرق الطعن فى الأحكام الجنائية واشكالات التنفيذ فى الأحكام.
