أثارت نهاية الحرب الباردة وإنهيار الإتحاد السوفياتي الذي كان أحد القطبين المشكلين لبنية النظام الدولي في تلك الفترة، جدلاً كبيراً حول طبيعة النظام الدولي الناشئ وتوزيع القوة فيه وأثمرت تلك النقاشات مقاربات عديدة تتراوح بين كونه أحاديا متعدد الأقطاب أو يمر بمرحلة إنتقالية بين الحالتين السابقتين والتمعن في سبب تعدد هذه المقاربات يكشف عن وجود إختلاف وتباين حول كيفية ومعايير قياس قوة الدول في الفترة التالية لنهاية الحرب الباردة نظراً للتغيرات الكبيرة والسريعة الحاصلة في وسائل إنتاج القوة وكيفية توظيفها على الصعيد العالمي وكذلك تراجع بعض عوامل القوة وزياد قيمة عوامل أخرى أو ظهور عوامل جديدة تساهم في قلب التوازنات السابقة.
حيث تعد الصين إحدى القوى الدولية المرشحة لأداء دور سياسي دولي فاعل في القرن الحادي والعشرين وستسهم في صياغة شكل النظام الدولي القادم يعتمد هذا التوقع على مرتكزات حقيقية فالصين أكبر دولة في العالم من حيث مجموع عدد السكان تتمتع بمهارة مميزة بنحو أصيل فضلاً عن إمتدادها على قعة جغرافية واسعة وتوفرها على كمية ونوعية موارد طبيعية وغذائية وغيرها تؤمن لها إكتفاء ذات أن هذه الخصائص قد تم توظيفها بفاعلية مما أسس لنمو إقتصادي وتجاري يؤشر بأن الصين متجهة لأن تكون قوة دولية مؤثرة في هذا القرن.
