مؤلف هذا المعجم الذي بين يديك، هو جرجي بن شاهين عطية: أديب لبناني من أصحاب المعاجم. أنشأ مجلة المراقب من العالم 1908م حتى العام 1913. وعمل في التعليم مدة طويلة. من مؤلفاته: "رد الشارد إلى طرق القواعد"، و"رسالة نقد مخالفي القواعد العربية"، و"سلم اللسان في الصرف والنحو والبيان". و لكن أشهر كتبه هو "العتمد" الذي يعد من أهم القواميس المدرسية التي ظهرت في القرن العشرين، وذلك نظراً إلى المجهود الكبير الذي بذله مؤلفه معتمداً على أمهات الكتب اللغة، وخصوصاً لسان العرب وتاج العروس، ومعتنياً بالألفاظ المولدة والدخيلة، وخاصة أسماء المخترعات الحديثة والمصطلحات العلمية التي اتفق عليها علماء عصره، وتداولوها في كتاباتهم ومؤلفاتهم، مشيراً إلى أصولها في اللغات الأجنبية المختلفة، ومهملاً الكثير من الألفاظ الحوشية التي ترد في الاستعمال، وكذلك الألفاظ البذيئة حرصاً على آداب الأحداث في المدارس.
واليوم يعد هذا المعجم من أفضل المعاجم المدرسية المعروفة، إن لم نقل أفضلها، ويلخص عمل الدكتور إميل يعقوب في التحقيق بما يلي: خرج الآيات القرآنية الكريمة، ضبط الكثير من الألفاظ التي يشكل ضبطها على بعض القراء. صحح الكثير من الأخطاء الطباعية وغيرها التي وقع فيها المؤلف. وضح بعض عبارات المؤلف التي قد يلتبس فهمها. ميز بالأحمر مواد المعجم لكي تسهل مراجعة قاموسنا هذا. أثبت علامات الوقف، والترقيم في مواضعها، لكي يسهل عملية تفسير مواد القاموس، وكان المؤلف، لم يعتمد على هذه العلامات. زود القاموس بالكثير من الصور الموضحة للدلالات الألفاظ، وهذه الصور تغني كثيراً عن فضول القول.
وقد أضاف إليه: 1-الألفاظ المولدة، وهي الألفاظ التي استعملها الناس قديماً بعد عصر الرواية، 2-الألفاظ المعربة، وهي الألفاظ الأجنبية التي غيرها العرب بالنقص، أو الزيادة، أو بالقلب. 3-الألفاظ الدخيلة، وهي الألفاظ الأجنبية التي دخلت اللغة العربية دون تغيير كالأكسجين والتليفون. 4-الألفاظ المجمعية، وهي الألفاظ التي أقرها مجمع اللغة العربية في القاهرة. 5-الألفاظ المحدثة، وهي الألفاظ التي استعملها المحدثون في العصر الحديث، وشاعت في لغة الحياة العامة. 6-بعض المصطلحات، التي فاتت المؤلف، والتي نراها ضرورية أن تثبت في المعجم المدرسي.
