هذا الكتاب هو بالأصل بحث الدكتوراه للباحث فاروق عبد الحميد الكوي تحت عنوان "التنمية الإنسانيه منهج التكامل بين التنمية الاقتصادية وحقوق الإنسان" والمكون من جزئين.
والكتاب الذي بين أيدينا هو الجزء الثاني من هذه الدراسة وعنوانه: "صياغة منهج التنمية الإنسانية" وقد تمت الصياغة على أساس "الحق" بدلاً من "الحاجة" وعلى أساس أن الحق هو ما يستحقه الإنسان بمجرد كونه إنساناً ويمكن فرضه بموجب القانون ويفرض على السلطة الحاكمة التزاماً بذلك وعلى أساس أن "الحاجة" هي تطلع أو طموح دون أن يكون مرتبطاً بأي التزام أو إلزام تجاه السلطة، ذلك بناءاً على مصاهرة ودمج ما تمّ دراسته لعنصري الجزء الأول من البحث وهما عنصري:
ـ التنميه الاقتصادية ( المكون المادي للمنهج ).
ـ حقوق الانسان ( المكون المعنوي للمنهج ).
ويتكون هذا الجزء من البحث الى فصلين هما:
ـ حق انسان في التنميه
ـ حاجات الانسان وضرورياته في اطار الحق في التنمية".
