هذا الكتاب دراسة مفهوم مركزي في الفلسفة السياسية لميشال فوكو الا وهو مفهوم السلطة الحيوية او السياسة الحيوية ولقد حلل الباحث حسين بوكبر هذا المفهوم بطريقة تاريخية وتحليلية متكاملة منتقلا من العام الى الخاص ومن دراسة الجوانب التاريخية لمفهوم السلطة عموما الى تحليل مفصل لمفهوم السلطة الحيوية مع بيان لعلاقاته السياسية المختلفة.
ولقد حرص الباحث في كل عنصر من عناصر بحثه على العودة الى المصادر الأساسية لهذا المفهوم وبخاصة تلك النصوص التي حلل فيها ميشيل فوكو هذا الموضوع ومنها على وجه التحديد: إرادة المعرفة والدفاع عن المجتمع ومولد السياسية الحيوية عزز قراءته بما كتب عن الموضوع في اللغتين العربية والإنكليزية.
ومع أنني تناولت ها الموضوع في احدى ابحاثي الا انني أرى ان ما قدمه هذا الباحث الجاد ويستحق التقدير لاسباب كثيرة يهمني في هذا التقديم العام ان اشير الى ثلاثة منها. واولها القراءة الفاحصة لنصوص ميشيل فوكو وثانيها الدراسة التحليلية المفصلة للمفهوم وثالثها الدراسة المقارنة لمفهوم السلطة الحيوية في علاقته بالليبرالية والماركسية.
واذا كانت الدراسة لم تنحو منها نقديا واضحا في تحليلها لمفهوم السلطة الحيوية فان عملية المقارنة التي اجراها الباحث تعكس في تقديري هذه الرغبة النقدية التي تحتاج بلا شك الى تطوير وتنمية وبخاصة اذا علمنا ان هذا البحث عبارة عن أطروحة تقدم بها الباحث لنيل شهادة الماجستير والتي كما نعلم, لها ضوابطها ومع ذلك استطاع الباحث بوكبر ان يقدم نصا فلسفيا متكاملا لقي تقديرا عاليا من قبل لجنة التي ناقشته واوصت بنشره وذلك لما تميز به نص البحث من تطبيق للمنهجية العلمية وتحليل دقيق للعناصر الذي يعرف تطبيقا وتطويرا في مجالات بحثية مختلفة تاكد في مجملها على أهميته في التحليل السياسي والاجتماعي والثقافي المعاصر.
