هل هناك منظور خاص لحقوق الإنسان في دول الجنوب؟ وهل يعني وجود هذا المنظور الانتقاص من عالمية هذه الحقوق؟ هذه هي القضية التي يدور حولها الحوار في هذا الكتاب بين مفكرين عرب، ومفكرين من خارج الوطن العربي ممن طرحوا أفكارهم على صفحات الدورية الدولية لحقوق الإنسان واستجابوا لدعوة شركاء التنمية للمشاركة في نقاش خصب حول هذه القضايا مع نظرائهم من العرب الذين تجمعهم بهم اهتمامات مشتركة.
ولم يقتصر هذا الحوار على قضايا عمومية مثل موقع حقوق الإنسان بين العالمية والخصوصية الثقافية، والعلاقة بين حقوق الإنسان والتنمية وأبعاد التربية على حقوق الإنسان، ولكنه انتقل كذلك لاستكشاف آفاق محددة في كيفية اكتشاف مداخل جديدة لتفعيل حقوق الإنسان في دول الجنوب مثل توفير الرعاية الصحية للفقراء والتغلب على عقبات التمييز العرقى في الحصول على هذه الرعاية، وكذلك ضمان المساءلة القانونية للمسئولين عن انتهاكات حقوق الإنسان.
ويختتم الكتاب بطرح أسئلة جديدة تدعو إلى إعادة النظر في العلاقة بين التنمية وحقوق الإنسان على ضوء التجربة الإفريقية، واقتراح جيل رابع لحقوق الإنسان يركز على حقوق الجماعات المهمشة، ويتوجه إلى الوطن العربى بحث الهمة على حسم إشكاليات تواجه الحركة العربية لحقوق الإنسان، وينتقد قصور حركات الإصلاح فيه عن دفعه على مسار تحول ديمقراطي حقيقي.
