تشكل هذه الدراسة محاولة جادة للكتابة التطورات السياسية في تركيا، في أبرز مرحلة تاريخية شهدها القرن العشري، هي سنوات الحرب العالمية الثانية (1939- 1945)، التي تميزت بشمولية أحداثها وعمق تأثيرها وإستمرار نتائجها لفترة طويلة، فقد عايش العالم خلالها صراعاً مريراً بين القوى العظمى، انعكست آثاره على معظم دول العالم حتى المحايدة منها، فتركيا، التي لم تكن طرفاً مباشراً في الأحداث العالمية عرضها موقعها الإستراتيجي المتميز، الذي يتوسط القارات القديمة الثلاث ويسيطر على مضيقين مهمين هما البسفور والدردنيل، لتجاذب شديد بين الحلفاء والمحور فكلاهما حاول جرها إلى جانبه بوسائل متعددة، تراوحت بين الترغيب والترهيب ليستفيد من موقعها السوقي الذي ازدادت أهمية أكثر فأكثر مع إشتداد الصراع العالمي وإحترامه.
إلا أن تركيا تمكنت بفضل قدرة دبلوماسيتها على المناورة وإغتنام الفرص من إتباع سياسة حذرة ومرنة، فأعلنت حيادها الرسمي وسايرت طرفي النزاع وأقامت علاقات سياسي وإقتصادية على أسس تعاقدية مع كليهما، مما هيأ لهما وضعاً متميزاً تكاد تنفرد به بين أقطار الشرق الأوسط، إذا حافظت على توازنها فلم تنسق إلى أي من الطرفين، كما أنها حققت مكاسب إقتصادية وتسليحية لا بأس بها، والأهم أنها حافظت على حريتها وإستقلالها، وصيانة نظامها الداخلي وسلامة حدودها من أي تدخل أجنبي.
تتألف الرسالة من مقدمة وأربعة فصول وخاتمة، كرس الفصل الأول، لتسليط الضوء على التطورات الداخلية التي شهدتها تركيا في الفترة الكمالية (1933- 1939)، أما الفصل الثاني الذي شمل المرحلة الأولى من الحرب العالمية الثانية، ضمن الإطار الزمني المنحصر ما بين إندلاع نيران الحرب في أيلول 1939، لغاية الهجوم الألماني على الإتحاد السوفيتي في حزيران 1941.
وعالج الفصل الثالث سياسة الحياد التركي المعلن ومناورات أنقرة بين الحلفاء والمحور، ويتناول الفصل الرابع سياسة تركيا في المرحلة الأخيرة من الحرب العالمية الثانية.
