على الرغم من جميع الأحكام والقواعد التي تضمنها القانون الدولي من أجل الحفاظ على الأمن والسلم الدوليين، فإن النزاعات الدولية تعتبر جزء لا يتجزأ من العلاقات الدولية، ومع ذلك، فإنه ينبغي العمل على تسويتها بالطرق والوسائل السلمية، وعدم اللجوء للقوة، ولذلك فإن هذا الكتاب يناقش مبدأ تسوية النزاعات الدولية بالطرق السلمية في القانون الدولي، وأهمية وفعالية تلك الوسائل – بشقيها الدبلوماسية والقضائية – لتسوية النزاعات الدولية.
كما أن الكتاب يناقش بعمق الوسائل والطرق التي اتبعتها المملكة العربية السعودية في تسوية نزاعاتها الحدودية البرية والبحرية مع الدولة المجاورة لها، مع تحليل تلك الوسائل في ضوء أحكام وقواعد القانون الدولي ذات الصلة، والمراحل التي مرت بها تلك التسويات الحدودية، والعوامل المؤثرة سلباً أو إيجاباً في عمليات التسوية، ومدى فعالية تلك الوسائل، والعوامل التي تحد من فعاليتها، والظروف المحيطة، التي قد تلقي بظلالها على إجراءات التسوية، إضافة إلى ما أسفرت عنه تلك التسويات، وما نتج عن تلك الوسائل من إبرام اتفاقيات تعيين الحدود البرية والبحرية بين المملكة والدول المجاورة لها، مع دراسة تلك الإتفاقيات وتحليلها، وقراءتها قراءة قانونية نقدية تهدف إلى بيان مساهمتها في تطور القانون الدولي في هذا المجال.
إلى ما بعد الحرب العالمية الأولى، لم تكن الحدود الدولية كما هي معروفة في القانون الدولي الحديث موجودة في شبه الجزيرة العربية، وعندما تأسست الدولة السعودية الحديثة في مطلع القرن العشرين لم يقبل السكان أن يقيدوا أنفسهم ضمن حدود معينة تفصلهم عن بعضهم البعض وتحد من تنقلاتهم وتحركاتهم بحرية من مكان إلى آخر، لذلك تأتي أهمية مناقشة هذا الكتاب لنشأة الحدود الدولية وتطورها ومفهومها في القانون الدولي، ونشأة وتطور حدود المملكة العربية السعودية ومفهوم وطبيعة النزاعات الدولية، والنزاعات الحدودية السعودية وأنواعها وأسبابها خاصة إذا علمنا أن النزاعات الحدودية تشكل أحد التهديدات الرئيسة للأمن والسلم الدوليين، لأنها قد تؤدي إلى نزاع مسلح واستخدام القوة في العلاقات الدولية.
كما يناقش الكتاب باهتمام بالغ مفهوم الحدود البحرية في القانون الدولي للبحار، والفرق بين الحدود البحرية والمناطق البحرية، والممارسات الدولية بشأن تحديد المناطق البحرية قبل اتفاقيات قانون البحار وبعدها، ومراحل تطور تعيين حدود المناطق البحرية، وكيفية تعيين حدود تلك المناطق، وأهمية خطوط الأساس في تعيين الحدود البحرية، وتعيين حدود المناطق البحرية مثل المياه الداخلية، والبحر الإقليمي، والمنطقة المجاورة والمنطقة الإقتصادية الخالصة، والامتداد القاري، وذلك بالنسبة للدولة الساحلية بشكل عام والمملكة العربية السعودية بشكلٍ خاص.
