يظن الكثير من غير الإقتصاديين أن علم الإقتصاد يشكّل علماً، لا يعير إهتماماً للمشاعر الإنسانية، ويتغافل عن طبيعة البشر، نظراً لكونه علماً تجريبياً، بينما يتهم بعض علماء الإجتماع علماء الإقتصاد بأنهم لا ينتبهون - بشكل كاف - إلى السياق الذي يتم فيه إتخاذ قرار أو سلوك معين، ويمكننا - إذنْ - تقييم الإقتصاد المؤسّساتي الجديد على أنه محاولة لمراعاة هذه الأبعاد، وتفادي هذه الإتهامات، دون الإستغناء عن المدخل الإقتصادي الذي ساعد - بالطبع - على الوصول إلى حقائق معرفية مدهشة.
عليه، فهذا الكتاب يتناول، من وجهة نظر أشمل بكثير من الإقتصاد التقليدي، تساؤلات من نوع؛ لماذا يحصل بضع مئات الملايين - فقط - من البشر حول العالم على مدخل مرتفع للفرد، بينما يعيش المليارات من سكان العالم في مجاعات، أو بالقرب من خط الفقر؟!... ولماذا لا يؤدي الإسترشاد بالدستور الناجح، وتطبيقه إلى النتائج المرجوة منه - على سبيل المثال - الرخاء والإستقرار؟!...
وما هي أسباب إخفاق مشروعات التنمية الخاصة بالبنك الدولي وصندوق النقد الدولي؛ إذ بالرغم من حسن النوايا، فإن هذه المشروعات لا تحقق التنمية المستدامة، وإنما تعمل على خفض مستوى الفقراء؟ هل هناك صلة بين حقوق الحريات الشخصية ونصيب الفرد من الناتج المحلي؟ وهل يوجد طريق مثالي وحيد لإصلاح وتحول المجتمعات الشيوعية؛ مثل الخصخصة الشاملة والسريعة؟...
بإختصار، فهذا الكتاب، ليس خاصاً بالطلب دارس الإقتصاد فقط، وإنما هو يتوجه - أيضاً - لقطاع عريض من القرّاء.
