طورت الولايات المتحدة في الخمسين عاما الماضية، مفهوم وآلية عمل مراكز التفكير(إنتاج الفكر) بحيث لم يعد بعتمد على الأعمال الفردية أوالتقارير الشخصية، ولكنها اعتمدت على مؤسسات أكاديمية متخصصة وفرق بحث موجهة، ومراكز التفكير هذه تنقسم إلى مراكز تعمل بشكل مستقل، في حين يرتبط الأخر بالوزارات الحكومية والجهات الرسمية (لاسيما وزارة الخارجية، المخابرات، وكالة الأمن القومي)، ومهمة ه1ه المراكز الفكرية تنطوي علي تقريب المسافة بين الأفكار النظرية والواقع العملي وتغذية صانع القرار بالحقائق المستندة علي أرضية محسوبة، ومقاسة، تأخذ فى حسبانها وقائع التاريخ والحاضر لتستشرف المستقبل دون إغفال للأبعاد الإقليمية والدولية ثم نزويد صانع القرار بالاستراتيجية التي تكفل له حسن التصرف عن بصيرة ودقة، والتكنولوجيا تؤثر تأثيرا بالغا علي عملية التفكير الاستراتيجي لأى دولة بصفة عامة وللولايات المتحدة بصفة خاصة، فباعتبارها دولة عظمي لابد وان تستفيد مما قد توفره لها التكنولوجيا من مزايا وفرص، لاسيما إذا كانت تمتلك هذه التكنولوجيا، فالتقدم التكنولوجي بما يتيحه من قدرات وإمكانيات، يعمل بلاشك على توجيه مراكز التفكير إلى الاستفادة مما اتاحته التكنولوجيا في المجالين السياسي والعسكري.
