أثار الأنقلاب العثماني الدستوري (24 تموز / يوليو 1908م) حين حدوثه ردود فعل واسعة في أوساط المثقفين والكتاب والصحافين, فقد أنهي ما عرف آنذاك بعهد الأستبداد الذي مثله حكم السلطان عبد الحميد الثاني علي أمتداد ثلاث وثلاثين سنة.
وكانت آثار هذا التغيير الذي أحدثه الأنقلاب ظاهرة للعيان من خلال إطلاق حرية القول والمجاهرة بالرآي, فصدرت عشرات الصحف في كل مدينة من مدن الدولة العثمانية وأطلقت عبارات الترحيب, كما أطلقت الآمال بدخول عهد جديد وخصوصاً أن من آثار الأنقلاب الدستوري المباشر أنتخاب النواب إلي مجلس "المبعوثان" الذي سيلتئم في أستانبول علي عجل مفتتحاً بذلك عهد الحريات.
لا يفوت الخالدي أن ينوه بأدوار الإداريين الذين أكتسبوا الثقافة الحديثة وتسلموا أرفع المناصب أمثال عالي باشا وفؤاد باشا, وبشكل خاص مدحت باشا.
وحقيقة الأمر أن التنظيمات كانت نتاج هؤلاء وعشرات الإداريين من أمثالهم الذين قادوا الدولة في أواسط القرن التاسع عشر, وأدت جهودهم إلي إعلان الدستور للمرة الأول عام 1877 في بداية عهد السلطان عبد الحميد الثاني, إلا أن السلطان آثر أن يعلق الدستور وأن يتبع سياسة محافظة تطارد الإصلاحيين.
