تختص هذه الدراسة بنظام متميز بين نظم التعليم في العالم، من حيث تاريخه الطويل واسهاماته المتعددة، فطالما مد المجتمع بالمتعلمين من كافة الفئات، ذلك التعليم الذي انفرد الأزهر الشريف -وما زال- يحمل مسئوليته لسنوات عديدة.
إنها محاولة لرصد الواقع والتطور التاريخي بهدف وضع توجهات لتطوير هذا التعليم في ضوء أهدافه والرسالة المنوطة به والأدوار المتوقعة له في ظل العديد من التحديات في مطلع الألفية الثالثة، فهو تعليم له مكانه وأهمية كبيرة في الحاضر والمستقبل والتي يتوقع تعاظمها في ظل غلبة الماديات على معظم مناحي الحياة. ومن ثم اتجهت هذه الدراسة إلى تحليل مكونات النظام التعليمي بالأزهر بهدف التعرف على مشكلات التعليم الأزهري في المراحل قبل الجامعية، حيث تقتصر الدراسة على المراحل قبل الجامعية لأهمية الإعداد والتكوين في هذه المراحل لاستكمال الدراسة الجامعية، والتي تشمل المرحلة الابتدائية والإعدادية والثانوية في المعاهد العامة (العادية) والمعاهد النموذجية لوجود ارتباط وتسلسل بين هذه المراحل سواء بنين أو بنات مع استبعاد معاهد القراءات لنوعيتها الخاصة التي لا ترتبط بالمراحل السابق ذكرها من حيث نظام القبول ونوعية الدراسة بالإضافة إلى أنها تمثل قلة من شريحة الملتحقين بالتعليم الأزهري.
