هذا الكتاب يضم الأعمال الكاملة للندوة المصرية -الفرنسية الحادية عشرة التى عقدت بمكتبة الإسكندرية يومى 14، 15 يناير 2004 بالتعاون بين مركز البحوث والدراسات السياسية، الشعبة الفرنسية بكلية الاقتصاد والعلوم السياسية، ومركز الدراسات والوثائق الاقتصادية والقانونية والاجتماعية (سيداج) بالقاهرة، لتمثل حلقة جديدة من حلقات التراكم العلمى الذى أنجزته اللقاءات المصرية الفرنسية العشرة السابقة، ويأتى اختيار الموضوع استجابة للتطورات الإقليمية فى كل من النظاميين العربى والأوروبي وللتطورات العالمية التى يشهدها العالم منذ نهاية الحرب الباردة وصولاً إلى تداعيات ما بعد الحادى عشر من سبتمبر.
وينقسم الكتاب إلى ثمانية محاور، فضلاً عن الكلمات الافتتاحية والاتجاهات وقضايا النقاش، هى: الأول، البعد التاريخى للعلاقات العربية الأوروبية، الثانى، سياسات الاتحاد الوروبي تجاه صراعات المنطقة والإدراك العربى لهذه السياسات، الثالث، السياسات الخارجية للدول الأعضاء فى الاتحاد الأوروبي تجاه القضية الفلسطينية والإدراك العربى لهذه السياسات، الرابع، السياسات الخارجية للدول الأعضاء فى الاتحاد الاوروبى تجاه القضية العراقية والإدراك العربى لهذه السياسات، الخامس، الحرب الدولية ضد الإرهاب بعد الحادى عشر من سبتمبر والإدراك العربى للمواقف الأوروبية من هذه الحرب، السادس، الأبعاد الاقتصادية للمشاركة الأوروبية المتوسطية، السابع، الأبعاد الثقافية لسياسات الاتحاد الأوروبي فى المنطقة العربية وردود الفعل العربية، الثامن، الاتحاد الأوروبي وقضايا حقوق الإنسان والتحول الديمقراطى فى المنطقة العربية، وتأمل الجهات المشاركة فى إخراج هذا العمل العلمى أن يساهم فى تفعيل حوار ثري وخلاق على نحو يساعد على تقديم رؤى وتصورات مصرية وفرنسية حول الإشكاليات التى أثارتها الدراسات التى تنتظم بين دفتي هذا الكتاب.
