النشأة
ولد قنديل بقرية الطويلة التابعة لمدينة المنصورة بمحافظة الدقهلية. ترجع أصوله إلى محافظة الشرقية فجده الأكبر قنديل خليل كان عمدة قرية المحمودية مركز ههيا وما زال مركز ثقل عائلته هناك الي اليوم. الجيش المصري بالصدفة.
اعتقاله من قبل السلطات الأردنية
تم اعتقال قنديل صباح يوم السبت 15 من مايو عام 2010 م لدى وصوله إلى مطار الملكة علياء الدولي بالعاصمة الأردنية للمشاركة في إحدى الفعاليات التي ينظمها مجمع النقابات المهنية الأردنية إحياءً للذكرى الـ62 لنكبة الشعب الفلسطيني. مما دعى الشبكة العربية لمعلومات حقوق الإنسان لاصدار بيان تحمّل فيه الحكومتين المصرية والأردنية مسؤلية سلامة وحرية قنديل.
تم الإفراج عنه في يوم الأحد 16 من مايو عام 2010 م ليسمح له بدخول الأردن دون أي تفسير لهذا الإجراء اعتقالاً أو إفراجاً ودون أي تعليق من الخارجية المصرية بهذا الشأن.

هذه ليست مقالات كتبتها, بل جرائم ارتكبتها, ولا أريد أن أعتذر عن هذه الجرائم «النبيلة»- فيما أظن- لأحد مما يعدون, لا أعتذر عنها لوزير الداخلية الذي وصف مقالاتي- في حوار تليفزيوني- بأنها مما «يعاقب عليه القانون», ولا أعتذر لبيت الرئاسة- ولا «لشجرة الضر» فيه- الذي توحي الظنون بأنه دبر ونفذ حادث الخطف والاعتداء الدنيء الذي تعرضت له صباح 2 نوفمبر 2004. كان الحادث ذروة الدراما في صدام خفي- فظاهر- على مدى خمس سنوات. لم يكن الأول في سلاسل إيذاء وتحرش سياسي وأمني متصل.
لم أتوقع السيل الجارف من نداءات التضامن ومقالات التعاطف بالمئات, بدا أن ضمير مصر الساكن ينتفض أخيرًا, بدت القصة لكها فوق ما استحق, وبدا أن أغلب الذين تعاطفوا تجاوزوا شخصي إلى القضية ذاتها. فلم أكن- حين عوقبت- سوى المتهم بجرمية الخروج على النص, وقد أرادوا هم أيضًا أن يخرجوا عن النص. أرادوا أن يقولوا «كفاية» لحكم الأب والأم والابن, وقد كان.
