فدروس التاريخ تنبهنا بأنه كان هناك دائماً جدلية عاشتها البشرية - ولم تزل - وهي جدلية الحرب والسلام، وقد اختلفت الآراء والتوجهات في تعريف مفهوم السلام، كما اختلفت في توضيح ورصد أسباب إحلاله وكذلك إنهياره، وهو كأي مفهوم آخر تعددت تعريفاته تبعاً لتعدد إستخداماته وأغراضه، هذا فضلاً على أن المفهوم عادة ما يرتبط بإطار فكري وثقافي معين يكون له أثر كبير في تعريفه وتحديد طبيعته.
ويكمن أهمية بحثنا في دراسة هذه الظاهرة المميزة القديمة الحديثة، والتي كانت محل نقاش بين العديد من المفكرين وبإعتبارها إحدى أبرز المواضيع البحثية في حقل الدراسات الأمنية، فقد أصبحت محور إهتمام مختلف الفواعل الدولية، نظراً لما يتميز هذا الموضوعة من قيمة أكاديمية علمية وعملية.
