تحمل كلمة هيلب (Help) معنى مركب هو Hawaii Early Learning Profile أى نموذج هاواى للتعليم المبكر وقد نشأ هذا المشروع عن المشروع التجريبى وبرنامج التدريب من عام 1971 إلى عام 1979 م، والمسمى بمشروع انريتشمنت للأطفال المعاقين الرضع تحت إشراف كلية الصحة العامة بجامعة هاواي، وقد تأسس على يد مكتب التعليم للمعاقين بوزارة الصحة والتعليم والرعاية الصحية،بالولايات المتحدة الأمريكية.
ويحمل هذا البرنامج العديد من المميزات التى تضعه فى مقدمة برامج التدخل المبكر وفى مقدمة برامج العمل مع الأهل، هذا البرنامج هو ككل البرامج التى تقوم على تقدير الضعف فى القدرات بالنسبة للأطفال المعاقين مقارنة بغيرهم من غير المعاقين فى نفس السن ولكن كل البرامج للتدخل المبكر رصدت القدرات سواء لغوية أو معرفية أو إدراكية... إلخ وتطورها على مدار عام وهنا تكمن الإختلاف حيث رصد برنامج هيلب التطور الحادث فى قدرات الأطفال على مدار الشهور ووضع لوائح للمهارات التى يجب أن يتقنها الطفل مقسمة بالشهر الذى يجب أن تظهر فيه هذه المهارة.
ومع هذه اللوائح دليل للأنشطة مقسم طبقاً للمجالات التى تضم المهارات ويوجد بهذا الدليل مئات من الأنشطة التى يتم الإختيار منها لتنمية المهارة لدى الطفل المعاق مقسماً طبقاً للأعمار السنية.
وعلى مدار ستة سنوات من تطبيق هذا البرنامج وجد أن هناك حاجة شديدة إلى تعديل هذا البرنامج المتميز وتعريبه ليتناسب مع البيئة العربية.
