لقد دخل استخدام الحاسب الآلي كل مجالات الحياة اليومية فلديها قدره استيعاب كبيرة جدا ولها القدرة أيضا علي أجراء الحسابات المعقدة بسرعة فائقة هذا غير قدرتها علي عمل فهارس بطاقات للمعلومات وتنظيمها والبحث عنها ونسخها بسهوله كبيرة وبرغم كل هذه الحسنات للحاسب الآلي ألا انه له الكثير من العيوب والمخاطر كاستخدام مثلا كأداة للأعداء علي حياة الأفراد مما يعض صورة كاملة عن حياة الفرد بدون أذن منه وكشف أسرار حياته وهذا قد يهدد الحياة الخاصة للأفراد خاصة إذا كان هناك أخطاء في هذا المعلومات سواء كانت هذه الأخطاء تقنية او بشرية وقد يؤدى هذا الأمر إلى حدوث جرائم فى حق الأفراد .. وفى هذا الكتاب مؤتمر أقام بالعديد من الندوات التي تتناول بالدراسة الرسائل الفنية الناشئة عن استخدام الحاسب الآلي والتي قد يلجأ له الجاني في تنفيذ جريمته حتى يمكن الوقوف علي النصوص القانونية التي تجرم الموضوع والعقوبات ألموضوعه لمواجهة هذه الجرائم.
