إنه من المفترض أن يحصل المواطنون على حقوقهم وألا نقصر في حق أحد منهم ورعايتهم وفي هذه الحالة فلن يخضع أحد لابتزاز الداخل ولا لضغوط الخارج.
ولعل ارتباط أوضاع ومشكلات المواطنين داخل وخارج الوطن ببعضها البعض يجعل الطريق الحقيقي لدراسة وعلاج كل مشكلاتهم وتحقيق مطالبهم تبدأ من الداخل وهو ما جعلني أقوم بتقسيم فصول الكتاب على نحو يحقق الغرض من الدراسة، بدأتها بالفصل الأول عن الهجرة تاريخها وأنواعها وأسبابها ونتائجها، وانتهاءاً بما يسمى بالهجرة غير الشرعية (أو الانتقال غير القانوني) ثم العودة للوطن والآثار والنتائج المترتبة عليها.
وفي الفصل الثاني ألقيت الضوء على الهموم التي يلقاها المواطن في الداخل مما يجعل فئات متعددة تجتهد في البحث عن مخرج لها يتمثل في قرار الهجرة.
أما الفصل الثالث فقد تناولت فيه ضغوط الخارج حيث استعرضت فيه المعاناة التي يتعرض لها المواطن في دول المهجر بكل جوانبها.
أما الفصل الرابع فقد خصصته للمؤسسات والأجهزة التي تعمل على رعاية شئون المواطنين داخل وخارج الوطن.
والفصل الخامس وجدت أنه من المناسب بيان ملخص للقانون 111 لسنة 83 ولائحته التنفيذية ومؤتمرات المصريين بالخارج بما لها وما عليها، ومشروع قانون الهيئة العامة لصندوق رعاية المصريين بالخارج الذي تعطل إقراره بسبب خلافات الوزراء وغياب رؤية مشتركة لمصلحة الوطن والمواطنين.
الفصل السادس تناولت فيه مطالب وأمنيات وأحلام المواطنين المصريين بالخارج للإفصاح عن تطلعاتهم وأفكارهم وتذليلاً لمشكلات تواجههم تحقيقاً لمبدأ المواطنة وكيف يستفيد الوطن من أبنائه.
