أصرت شركات البترول دائما على إنكار وجود إتفاقيات بينها للسيطرة على البترول العالمى. كما أصرت دائما على الإدعاء بأن هناك سوقا للبترول يخضع لعوامل العرض والطلب ولنمط منافسة القلة بين شركات البترول. ولم يكن يتوفر لدى الباحثين والكتاب ما يدحض هذا الإدعاء نظرا لأن شركات البترول تبقى خططها واتفاقياتها سرادفينا.
إلا أنه فى 23 أغسطس 1952 نشر التقرير الشهير الذى قدمته اللجنة الفدرالية المفوضة للتجارة والصناعة (Federal Trade Commission) (F. T. C) إلى الكنجرس الأمريكى عن "الكارتل العالمى للبترول" (International- Petroleum Cartel) والذى يعتبر أهم مرجع فى هذا الموضوع حتى اليوم -فكشف القناع لأول مرة عن الاتفاقيات السرية التى ربطت بين شركات الكارتل وعن أسلوب ممارستها لسيطرتها على صناعة البترول العالمى، وعن وجود كارتل عالمى مكون من سبع شركال عالمية للبترول يسيطر على جميع مراحل صناعة البترول العالمى من إنتاج ونقل وتكرير وتسويق.
ورغم الأهمية الحيوية للبترول بالنسبة للعالم العربى، فان ما صدر من كتب بالعربية فى هذا الموضوع يعتبر قليلا جدا لا يتناسب مع هذه الأهمية، وإن هدفي من الكتابة فى هذا الموضوع هو ما شعرت به من قلة المراجع المتاحة للقارئ العربى. فعزمت أن أقدم له مرجعا عربيا يعالج البترول العربى فى إطاره الصحيح كجزء من البترول العالمى -إذ أننى أعتقد أنه لا يمكن دراسة الموضوعات التى تمس البترول العربى دراسة موضوعية حقيقية تؤدى إلى استخلاص نتائج صحيحه بالنسبة له، إلا إذا درس كجزء من موضوع تطور السيطرة على البترول العالمى منذ نشأة صناعة البترول الحديثة حتى اليوم.
لذلك ركزت اهتماما خاصا على كيفية نشأة الشركات العالمية المسيطرة على صناعة البترول فى العالم، وكيف استطاعت هذه الشركات تحقيق سيطرتها العالمية وارتباط ذلك بعوامل السياسية الإنتاجية للبترول وتغير الطلب على منتجاته نتيجة لتغير الظروف الاجتماعية والتكنولوجية خلال فترة تطور صناعة البترول العالمية. وكيف عاونت الدول التى تنتمى اليها هذه الشركات شركاتها فى قيامها بتحقيق سيطرتها العالمية على صناعة البترول. ويتناول الكتاب كذلك أساليب السيطرة ووسائلها ونتائجها.
ونظرا لطول الموضوع النسبى، فقد عزمت على تقديم كل مرحلة من مراحل الصراع نحو السيطرة على البترول العالمى فى كتاب منفصل، ويتناول هذا الكتاب الأول -عصر سيطرة ستاندرد فى الفترة منذ نشوء صناعة البترول الأمريكى حتى السنوات الأولى للقرن العشرين.
