قديماً قالت العرب "الغزاة يجلبهم الطغاة". ولا ينطبق هذا الوصف اليوم كما ينطبق على الدول العربية وخصوصاً العراق وليبيا وسورية، ومعظم دول المنطقة. الحقيقة أن معظم مؤسسات هذه الدول إن هي إلا مجرد غلالة لأنظمة قبلية وعائلية بالغة الشخصية أنجبت أنظمة شديدة القمعية عسيرة على المقاومة بالعمل السياسي. بل إنه لم يحدث أن تم إسقاط أي من هذه الأنظمة من دون عاملين: أحدهما التدخل الأجنبي وثانيهما تدمير مؤسسات الدولة.
... أما في سورية فقد قاد حكم الاستبداد الطويل هذه الدولة إلى أن تكون دولة فاشلة عبر تجويف مؤسساتها الرسمية وتحطيم نسيجها الاجتماعي وتفكيكه باتجاه عصبيات قبلية وطائفية وإثنية. وهذا ما يحاول الكتاب أن يشرحه على المستوى النظري ودراسة سورية كحالة تطبيقية إضافة إلى دول أخرى في العالم تمتلك ناظاماً سياسياً شبيهاً وتجربة تاريخية متماثلة.
