إن الحقوق المدينة والتطور الديمقراطي هما الضحية الأساسية للعبة المناورات المتبادلة داخليا وإقليميا ودوليا. يمثل تسوية الصراع العربية الإسرائيلي وتغيير البيئة الصراعية في المنطقة شروطا جوهرية للتطور الديمقراطي. لقد دفعنا باسم الحرب ضريبة الحرية وحرمنا حقوق المواطنين وبات من غير المقبول أن يتعايش السلام مع ذلك. العلاقة بين السلام والديمقراطية مشروطة بالخروج من حدود الصفقات الثنائية إلى حالة السلام الشامل العادل. هناك علاقة تناسب عكسي بين التنسيق الأمني مع إسرائيل وبين حقوق المواطن الفلسطيني. السلام ينبغي أن يقام ألا كي نتمكن من التمييز بين الإرهاب والكفاح المسلح المشروع. الاختلاف في النظر لنعف لا ينبغ من اختلاف الوسائل بل الأهداف فالعنف منذ القدم يعرف بأهدافه. لكل شعب الحق في الدفاع عن نفسه بالوسائل التى تكون في مستوى التحديات بشرط إحترام قوانين الحرب.
