- يتعين التفكير في كل تربية بإعتبارها تربية على القيم وليس مجرد نقل لها، فالمؤسسة التربوية هي القضاء الذي يتم فيه تقييم ما هو أخلاقي وجمالي وسياسي، وإذا انتفى التقييم انتفت المسؤولية وسادت اللامبالاة.
لذلك ينبغي التفكير في التربية - وهذا هو المستوى الثاني - كوعي بضرورة القيام بإختيارات معينة وتحمل مسؤولية ذلك، فاختيار هذه القيمة أو تلك (التعاون، التضامن، التسامح، إلخ...) يقترن بمبدأ المسؤولية، وهذه إحدى القضايا الأساسية في الفكر الفلسفي المعاصر (هانز يونس ومبدأ المسؤولية مثلاً).
يجب أيضاً التفكير في كل مذهب تربوي وفي كل ممارسة تربوية، وفق الغاية أو القيمة العليا المحددة من طرفهما، مثل الحرية (كما هو الأمر عند روسو وكانط) والرابطة الإجتماعية (دوركهايم) والعدالة (جون راولز) والفردانية (شارل تايلور).
