أن هذا الكتاب الصغير القليل الصفحات هو حصيلة تفكير طويل وعصير مجهود كبير، نشرت بعضه - في مقالات مستفيضة- بمجلة الازهر ثم آثرت ان اخرجه مختصراً، فإن اهل الشريعة يميلون إلي البدء بالمتون وإلي ضبط الكلام بما يجعله أقرب للنصوص، ليسمح بعد ذلك بالتفريع والتفصيل والتخريج، بلا شطط ولا انحراف.
وإن ما نكتبه اليوم غير متونهم بالامس، فمتون الامس كانت تقنيناً لعمل استقر وثبت، وأما اليوم فيكتبون بلا عمل.. يكادون يبتدعون بلا اساس ولا قوام، ولذلك فقد اردت ان يكون هذا الكتاب اساسً يصح البناء عليه، إما بالنقد او بالاستعداد، جاهداً في بنائه علي اصح ما استطعته من تحري اصول الاسلام ونصوصه، غن خطأ يسيراً في هذا الامر يؤدي إلي اشد الاختلال، وقانا الله شر الزلل، ذلك لأن تناول مسائل الحكم وسياسة الرعية من الاصول والكليات، فأقل خطأ فيها هو عبث بالمفاتيح الاساسية للإسلام، وقنا الله الخطأ، وقوم لنا ما جاز فيه واغتفر، وما يدعونا إلي التعرض لذلك إلا ضرورة إقامة الشريعة وإظهارها، خاصة بعد ان نص دستورنا علي ان تكون الشريعة مصدراً أساسا للتشريع.
وإن من عيوب الفكر السياسي الاسلامي المعاصر: التجاوز في التعبير والتساهل فيه، وطغيان الاسلوب الإنشائي علي الكلام العلمي الاصطلاحي المحدد، وإنني أحذر أشد التحذير من ذلك.. لأن التهاون في التعبير والاوصاف يؤدي إلي التساهل في تقبل النتائج واختلاط الامور!! وبالتالي إلي أسوا العواقب، فيجب أخذ الامور مأخذ الجد والعدول إليه عن الهزل.
