الباب الثاني: الحكم المحلي في بريطانيا، الفصل الأول: بنيان الحكم المحلي وهياكله، الفصل الثاني: تشكيل هيئات الحكم المحلي (الانتخابات)، الفصل الثالث: العاملون في أجهزة الحكم المحلي، الفصل الرابع: اختصاصات هيئات الحكم المحلي، الفصل الخامس: مالية هيئات الحكم المحلي، الفصل السادس: الحكم المحلي لمقاطعة لندن الكبرى، الفصل السابع: الرقابة على هيئات الحكم المحلي. الخاتمة: وتتضمن نتائح البحث والتوصيات.
يهتم الكتاب بالتنظيم الاداري حيث يعتبر هذا الامر ضرورة لابد منها في الدولة الحديث لكي تنهض وتقوم بواجباتها بصورة تمكنها من إنجاز أهدافها، ويتحقق ذلك عن طريق تصنيف الاجهزة الادارية المختلفة وبيان تشكيلها، واختصاصتها، وكيفية ممارستها، وتتبع الدولة في تسيير أنشطتها أحد الاسلوبين المركزية الادارية واللامركزية الإدارية. ويهتم هذا الكتاب باللامركزية الادراية حيث يركزعلى قيام هيئات محلية بإدارة شؤون السكان في وحدة إدارية أو منطقة من مناطق الدولة وهو المقصود بنظام اللامركزية الاقليمية الادراية وصورها وأركانها ثم ينتقل الى تكوين المجالس المحلية ويبين كل ما يخص الجهاز الاداري العاملون في مجالس المحلية والمورد المالية للمجالس والرقابة على مجالس المحلية وغير ذلك ويوضح الكتاب كل ما يخص بالحكم المحلي في بريطانيا من تنظيمات الادارية للسلطات المحلية وأسلوب عمل هيئات الحكم المحلي الى الرقابة على هذه السلطات المحلية.
