إن مسؤولية تنمية المرأة السعودية تتوزعها جهات عدة في المملكة العربية السعودية؛ حكومية، وأهلية، وخيرية، وقطاع خاص، ولئن كان الدور الأكبر هو للجهود الحكومية في السابق، ولكن تبقى مساحة واسعة جداً للقطاع الأهلي وللقطاع الخيري في قابل الأيام، يمكنهما تغطيته بسهولة وسد ثغرته من خلال القطاع الخيري أو ما يُعرف بالقطاع الثالث، وذلك بما يملكه من مرونة إدارية وإجتماعية وتنظيمية ومالية قد لا تتوافر غالباً في القطاع الحكومي.
كما تبرز أهمّية هذا الموضوع لأسباب إقتصادية وتنموية تمس الدولة فمن المعلوم أن المجتمع السعودي كان يعيش مرحلة ما يُسمى بدولة الرفاهية أو ما يُسمى بالدول الرعوية، التي تقدم جميع الخدمات (التعليمية، والصحية، والإجتماعية، والسكنية، والتنموية) للمواطنين من خلال الدولة نفسها وموظفيها، وبإشرافها، وتنفيذها، ومتابعتها.
فقد أصبح هناك اعتماد كليّ على الخدمات التي تقدمها الدولة بمختلف أشكالها، حيث اتسع دور المؤسسات الحكومية وكانت توفر مختلف أصناف الخدمات الإجتماعية، والصحية، والتعليمية، والسكنيّة، وغيرها، وذلك بدعم كامل من خزينة الدولة، ودون مشاركة حقيقية من جانب المواطنين، ولعل من مبرّرات ذلك التدخل الحكومي القوي السابق في تنفيذ العديد من تلك الخدمات، هو زيادة المداخيل المالية جراء الطفرة النفطية وزيادة أسعاره في أواخر السبعينات الميلادية، وكان من نتائجه إنسحاب العامل الفردي والمجتمعي من المبادرات الإجتماعية، والصحية، والتعليمية ذات الصبغة الخيريّة الإحتسابية.
