لا يبدو أن روسيا ستلحق بأمريكا حتى بعد وقت طويل، هكذا تصور أغلب المراقبين والمحللين الأميريكين والدوليين الذين كانوا يتتبعون حركة تطور مسيرة الدولة الروسية بعد سقوط وانهيار الاتحاد السوفيتي، والحقيقية أن ذلك صحيحاً بالمقاييس المنطقية، وخصوصاً في ظل ذلك التدهور المتواصل والمستمر الذي عانت منه روسيا إلى وقت قريب، حتى قبيل انتهاء العقد الأخير من القرن العشرون، والذي لم تكن سنواته تعطي أي تفاؤل مستقبلي نحو تحول ايجابي محتمل على صعيد تطور البيئة الأساسية للدولة الروسية، لذا فإن عبارة المفاجاة الروسية التي أطلقنا تسميتها على هذا الكتاب، قد تكون عبارة دقيقة إلى حد كبير، خصوصاً إذا ما علمنا أن تلك التحولات والتغيرات الجذرية التي طرأت من جهة على البناء الايديوبوليتيكي للتوجهات الروسية المستقبلية، ومن جهة أخرى على بنيتها الأساسية وخصوصاً بعد العام 2001م قد كانت مفاجأة في حد ذاتها.
وعليه فإن هذا الكتاب سيتناول بشكل عام تلك التحولات الدولية الجيواستراتيجية والجيوبوليتيكية الثورية التي يتوقع أن يتشكل النظام الدولي خلال القرن الحادي والعشرون من خلالها، أما بشكل خاص فقد سعينا من جهة إلى أن يكون هذا الكتاب بمثابة الراصد الدولي لتحركات تلك الإمبراطورية الإمبريالية - أي - الولايات المتحدة الاميركية، أما من جهة أخرى فقد كان هدفنا الرئيسي من وراء هذا الكتاب كما سبق واشرنا هو تسليط الضوء على تلك التحولات الروسية المفاجئة على مختلف الأصعدة، وذلك من خلال دراسة العوامل والأسباب التي أدت إلى بروزها من جديد على الساحة الدولية، وما نتج عن ذلك من احتمالات عودة المواجهة من جديد مع الإمبراطورية الأميركية.
