حيث يعد الفساد الإداري مشكلة عالمية يترتب عليها نتائج وخيمة في نواحي الحياة الاقتصادية والاجتماعية والسياسية والثقافية والدينية على حد سواء , فالفساد يعوق معدلات النمو الاقتصادي ويضعف الثقة في المنظمة العامة , ويضعف مكانة السلطة السياسية والإدارية بالدولة .
