مع ولوج بدايات القرن التاسع عشر كان المسرح السياسي الدولي يشهد تحولات جمة إذ وصلت الدول الأوروبية تدعيم ركائز تطورها مع المشروع الرأسمالي، بدخول الثورة الصناعية والإنطلاق عبر مزيج من الغزو العسكري والتغلغل الإقتصادي صوب آسيا وأفريقيا، وفي الوقت ذاته كانت عوامل التدهور تدب في أرجاء الإمبراطورية العثمانية،ةوتسابقت الدول الأوروبية على اقتسام ممتلكات الرجل العجوز، وأدرك الباب العالي ضرورة إجراء تغييرات في نظام إدارة الدولة من أجل هدف واحد هو تقوية الدولة والحفاظ على وحدتها والقضاء على تذمر الشعوب الخاضعة لها.
وهكذا شهدت الإمبراطورية العثمانية قيام نظام دبلوماسي جديد كان مؤسسه وأكثر ممثليه وضوحاً رجل الدولة العثماني الشهير مصطفى رشيد باشا، الذي ارتبطت باسمه أول مرحلة من الإصلاحات تدخل تاريخ البلاد، ومن ثم فإن دراسة الدبلوماسية العثمانية يمكن اعتبارها واحدة من المداخل المهمة التي تسعى إلى استجلاء تلك التحولات والتغيرات التي حدثت في البلاد وفي علاقاتها الخارجية خلال تلك الفترة الصعبة من تاريخها، سواء من حيث تغير بيئتها او القوى الفاعلة فيها أو الأزمات والصراعات التي وجهت مسيرتها.
