حيث رأى أنه ولغرض معالجة كل الجوانب المتصلة بمشكلات هذا الكتاب أن تقسم الدراسة إلى بابين رئيسيين، يناقش الباب الأول الأطر النظرية العامة والتنظيم القانوني لمنظمة التجارة العالمية وما يتصل بها من موضوعات ولهذا تم تقسيم الباب الأول إلى أربع فصول، أما الباب الثاني فكان مخصصاً لمناقشة تحديات العولمة على عمل منظمة التجارة العالمية وأثر هذه المنظمة في سيادة الدول، ولهذا جاء هذا الباب مؤلفاً من فصلين، ليخرج هذا الكتاب بفصوله الستة بمحاولة أولية للتصدي لقضايا كبيرة كانت ولا تزال الدول تبحث عن تنظيم قانوني سليم لها.
