انتشرت الحروب على الصعيد العالمي حتى غدت الحرب لا تثير قلقًا لأحد مع كثرة الضحايا من المدنيين خاصة والمقاتلين المقاومين عامة، فحروب هذه الفترة اتسمت بقدر كبير من الخسائر في الأرواح والممتلكات، ومن سماتها أيضًا عدم المشروعية فالحرب في أفغانستان خارج الشرعية الدولية وخارج إطار القانون الدولي والحرب في فلسطين تعتبر عورة القانون الدولي الذي لم يستطيع سترها بعد هذا الكم من القرارات والمفاوضات والحروب غير المشروعة والفتنة والحروب الداخلية في الصومال والسودان ولبنان.
حتى تساءل الكثير من العامة والخاصة عن هل الحرب تعد مشروعة؟ وهل لها قواعد أو قانون ينظمها أم أن كل شيء مباح فيها قتل الأطفال والنساء والشيوخ وهدم البيوت على رأي أصحابها، وظهر مصطلح جديد هو الحرب المفتوحة كما حدث في حرب تموز 2006م في لبنان، وما يحدث في العراق ليس ببعيد وفي أفغانستان والصومال والسودان.
مما دفعني إلى أن أضع بين يدي القارئ الكريم سواء كان من العامة أو الخاصة ما يسمى بقانون الحروب وهي اتفاقيات جنيف الأربعة لعام 1949م والبروتوكولات الإضافيات لهم لعام 1977م، حتى يدرك القارئ الكريم المتخصص وغير المتخصص قواعد ومبادئ القانون الدولي الإنساني أو ما يعرف اصطلاحًا بقانون الحرب.
