يشكل سجل الناخبين أحد المقومات الأساسية للعمليات الإنتخابية بمختلف أشكالها وأنظمتها، إذ يصنف ضمن الإجراءات الممهدة للعملية الإنتخابية، والذي يسهل مهمة الإدارة الإنتخابية في تحديدها لهيئة الناخبين، كما أن لتحرير هذه السجلات أهمية بالغة، حيث يعد بمثابة العمود الفقري لأي عملية إنتخابية، ولهذا وجب إحاطته بالضمانات الكافية بحيث تحول دون تسرب الغش فيه، فعن طريق تزييف هذه السجلات يمكن التلاعب بالإنتخابات وتشويه نتائجها، وفي حال غياب هذه السجلات أو جود الأخطاء فيها تقع نزاهة العملية الإنتخابية موضع الإستفهام والشكوك.
لذا، فإن مرحلة إعداد سجل الناخبين تحظى بأهمية بالغة من بين مراحل العملية الإنتخابية ككل، ولخطورة هذه المرحلة فإن الدول تحرص على تضمين قوانينها المتعلقة بها، من حيث تحديد الجهة المختصة بإعداد هذه السجلات والإجراءات المتخذة بهذا الصدد وآليات مراجعتها وإعلانها والطعن فيها وأخيراً الجهة المختصة بالنظر في هذه الطعون والآثار المترتبة عنها.
وإنطلاقاً من المكانة التي يحظى به سجل الناخبين والدور الذي يلعبه في العملية الإنتخابية فإننا تطرقنا إلى بيان المنظومة القانونية لسجل الناخبين، كإحدى الإجراءات التمهيدية للعملية الإنتخابية، من حيث الجهة القائمة بإعدادها وكيفية تنظيمها ونشرها وأخيراً الطعن فيها، وإلى الوقوف على مواطن الخلل في سجل الناخبين العراقي، والتي كانت السبب وراء حرمان الكثير من المواطنين من حقهم الإنتخابي في الإنتخابات السابقة في العراق، وكذلك السعي وراء بيان السبل والإجراءات اللازمة لمعالجة المشاكل الموجودة في سجل الناخبين، بغية الوصول إلى إعداد سجل تتوفر فيها معايير الجودة المتمثلة في الدقة، والشمولية، والحداثة، والشفافية، وأخيراً بيان الأثر والدور الذي يلعبه سجل الناخبين في نزاهة العملية الإنتخابية وسلامتها.
