إن الدعوة للمجتمع المدني والتي أخذت شكل الافتراض والنظرية كحيز مجازي بين المنظمات والدولة ساعدت على إعادة شغل الحيز العام الذي أفرغته إفراغًا كارثيًا تلك الأنظمة التي لم تكف عن أن تحتكر كل زاوية وكل شق في الحياة الاجتماعية والسياسية. ولقد بدا شعار المجتمع المدني بطبيعته شعارًا جذابًا لأناس ظلوا ردحًا من الزمان يقبعون في حيز سياسي قاحل، وأجواء سياسية معزولة وبلا ضمير. إنه ببساطة وعدهم بأن يملأ ذلك العجز والعذاب في حياة الناس تفاعل اجتماعي دافئ وشخصي، حتى وإن كان أولئك الناس أنفسهم قد ولوا ظهورهم للدولة.
