برغم التغيرات الجوهرية التي شهدها النظام الدولي، على مدار العقود الخمسة الماضية، فإن تركيبة مجلس الأمن التابع للأمم المتحدة، وهو الذي يبقى مصدراً مهماً لشرعية أي عمل دولي، ظلت دونما تغيير، منذ عام 1965. وهناك الكثيرون ممن يتساءلون: إلى أي مدى سوف تستمر شرعيته، من دون إضافة أعضاء جدد؛ لكي تتناسب تركيبته وحقائق القرن الحادي والعشرين؟ ومع ذلك، فليس هناك توافق كبير، بشأن الدول التي ينبغي قبولها أعضاء جدداً، أو بشأن المعايير التي يجب أن يتم أخذها في الحسبان، عند اختيار الأعضاء. وكثيراً ما ينادي دعاة الإصلاح، بتمثيل عادل للمناطق المختلفة من العالم، ولكن من غير المرجح، أن يصل المتنافسون، إلى حل بالتراضي. وإضافة إلى ذلك، ينص ميثاق المجلس: أن تكون قضية المساواة الإقليمية، في أفضل الظروف، قضية ثانوية، على حين ينبغي أن يكون المعيار الرئيسي، هو القدرة على تشجيع السلام الدولي والأمن والدفاع عنهما.
