"الصين مارد نائم، احذروا إيقاظه". عبارة تحذيرية لنابوليون، خَلَّدها استراتيجيو السياسات الدولية، واستحضرها القادة في كل خططهم الاستراتيجية. في كتابه "حتمية الحرب" الصادر عن "دار الكتاب العربي" تعريب إسماعيل بهاء الدين سليمان، يوقظ غراهام اليسون مدير "مركز بِلفر للعلوم والشؤون الدولية بمدرسة كينيدي التابعة لجامعة هارفرد الأميركية"، هواجس نابوليون ببحث قال فيه رئيس الوزراء الاوسترالي السابق كيفن رود، إنه "أطروحة مستفِزة حول واحدة من أشد قضايا السياسة الخارجية إلحاحاً، ويرسم طريقاً لا غنى عنه، من اجل تجنّب صدام كارثي".
يستند اليسون الى قاعدة فلسفية تُعرَف بـ "فخ ثيوسيديديز"، وهو مؤسس الواقعية السياسية الذي عاش في القرن الخامس ق.م. وتقول: "عندما تمثل قوةٌ صاعدةٌ تهديداً لقوةٍ سائدةٍ تدق الأجراس منذرة: الخطر قادم"، يصبح مصير العالم بين قوتين: أميركا التي وصل نصيبها من الاقتصاد العالمي الاجمالي الى 50% بعد الحرب العالمية الثانية، ليتناقص الى 16% اليوم، في حين تتقدم الصين من 2 % عام 1980 الى 18% عام 2016 وقد يصل الى 30% عام 2040".
في نظرة بانورامية الى العلاقة بين الجبارين، الصين والولايات المتحدة، يؤكد أليسون حتمية الحرب بينهما، اذ "توشك الصين الصاعدة بلا هوادة على التصادم مع الولايات المتحدة المتشبثة بموقعها"، لأنه "ما لم تكن الصين مستعدة لخفض سقف طموحها، او لم تكن واشنطن مستعدة لتقاسم التفوق، فإن أي صراع تجاري قد يشعل حرباً كاسحة". لكنه يتفاءل بأن "البشرية مرَّت بأزمات استطاع ذوو الفطنة السياسية والقادة تجنيبها الحرب"، ويؤكد أن كتابه "حتمية الحرب"، "لا يسعى الى التنبؤ بما سوف يقع مستقبلاً، بل الى منع وقوعه من الأساس". كتاب يسرد الحقائق التاريخية والاقتصادية والعلمية، من زاوية فلسفية مرتكزة الى "فخ ثيوسيديديز" الذي قال فيه هنري كيسينجر: "يحدد فخ ثيوسيديديز تحدياً جوهرياً للنظام العالمي: تأثير القوة الصاعدة على القوة الحاكمة".
