"الناس على دين ملوكهم" وقد قيل لأمير المؤمنين عمر بن الخطاب من علي بن أبي طالب- رضي الله عنهما- "عففت فعفت رعيتك" وغير هذا مقولات ومرويات شهيرة تبين لنا أهمية هذه المكانة التي يحتلها الملوك فالملك لا يعد منصبًا عاديًا ليس بصفته أعلى المناصب في البلاد وحسب إنما لأن هذا الإمام الذي يعتلي رأس المجتمع متبع ومقتدى به في كافة الأوجه ومسئول عن صغير الأمور وكبيرها في ملكه حتى وإن كان الدين والاخلاق لرعيته، وهذا هو ما يعلل لنا سر اهتمام المفكرين والمؤلفين بوضع التأليف والكتب مما يجب للملوك اتباعه مما يبين لهم الحقي يستعينوا به في مهامهم وينمي مداركهم لتتكافأ مع ما ألقى على كاهلهم من مسئوليات وقد وصل إلينا الكثير مما كتب في ظل الحضارة الإسلامية الزاهرة التي نوى بعض من قبسات نورها في هذا الكتاب الذي وضعه "محمد بن طلحة الوزير" عقدًا فريدًا حباته بين بديعة وعجيبة ونادرة وضعه وتناول فيه أربعة قواعد هي مهمات الأخلاق والصفات السلطنة والولايات والشرائع والديانات وأخيرًا تكملة المطلوب بأنواع من الزيادات وإن كان الكتاب قد وضع للملك السعيد فهو نافع ومفيد للقارئ العادي يستفيد من حكاياته ومقاصده ودرر كلمه.
