ما زالت الجوانب الإجتماعية والإقتصادية من تاريخ الجزائر في العهد العثماني تستقطب إهتمام الباحثين والدارسين، وما زالت رغم هذا الإهتمام تحتاج إلى مزيد من الدراسات التي تعمّق الفهم وتزيل الغموض عن القضايا الخفية من هذا التاريخ.
ولعل من بين هذه الجوانب دراسة تاريخ بايلك الغرب الذي عرف ظروفاً خاصة بحكم السيطرة الإسبانية على وهران، إحدى أهم مدن هذا الإقليم، وهو ما جعل البايلك يعيش تجاذباً قوياً بإعتباره احتوى نقطة الإحتكاك بين الإيالة وإسبانيا.
وإذا كان الموجود الإسباني قد أدى في المطقة إلى قيام تحالف قوي بين السلطة العثمانية وكثير من رجالات الطرق الدينية والعلماء خلال زمن ليس بالتقصير، فإن تحرير وهران قد أدى - في فهم كثير من القيادات السياسية والدينية في البايلك آنذاك - إلى زوال مبرر التحالف، وهو الأمر الذي شجع على قيام تنافر قوي تحوّل مع الوقت إلى إنتفاضات أثرت على الحياة العامة خاصة في الريف.
من جهة أخرى يحاور بايلك الغرب المغرب الأقصى، ولا يخفى الصراع الذي كان بين الأشراف والعثمانيين، ومن هنا مثّل هذا البايلك مجالاً جغرافياً كثيراً ما تداخل فيه المغرب الشريفي والجزائر العثمانية، وتأثرت بهذه التجاذبات الفئاتُ المختلفة من سكان الريف خصوصاً تلك التي كانت مستقرة على مقربة من الحدود.
من ناحية ثالثة نرى تركز إهتمامات حكام الجزائر تدريجياً على الداخل في أواخر العهد العثماني بدل الإعتماد على مداخيل الأسطول البحري، بعدما اعتراها من تراجع بسبب إختلال التوازن بيه وبين الأساطيل الأوروبية، وهو ما جعل قضية الإعتماد على الريف ومداخيله ومواده الأولية تصبح من أولويات السلطة العثمانية في الجزائر، ولذلك اعتبرته القاعدة التي ارتكز عليها حكمها بشكل واضح.
