لما فتح العرب مصر في عام 18هـ، كانت عاصمة البلاد الإسكندرية، ففكر عمرو بن العاص في أن يتخذها قاعدة للإدارة والجيش، إلا أن عمر بن الخطاب لم يوافقه على ذلك، وأمره بإنشاء مدينة جديدة لا يفصله عن المسلمين فيها ماء في شتاء ولا في صيف، فاختار عمرو موقع المدينة - التي عرفناها فيما بعد بالفسطاط، وكان القائد قد ولى على تخطيطها أربعة من رجاله، هم: معاوية بن خديج، وشريك بن سمى، وعمرو بن قحزم، وجبريل بن ناشرة، ولقد وفق عمرو بن العاص في اختيار موقع القاعدة الأولى لمصر الإسلامية - الفسطاط - أكثر من توفيق زملائه القادة الآخرين في اختيار العواصم الأخرى التي أسسوها في العراق أو في شمال إفريقية كالقيروان.
وتعتبر الفسطاط من ذلك الطراز الأول من المدن الإسلامية، الذي نشأ في عصر الفتوح الإسلامية - وكان موضع نقد الفيلسوف ابن خلدون في مقدمته المعروفة، فقد قال أن مهندسي العرب الأول لم يراعوا الشروط الأساسية التي ينبغي توافرها عن انتخاب موقع المدينة وتخطيطها، ومع ذلك فإننا نلاحظ طرازًا آخر من المدن الإسلامية، قام بعد عدة قرون قلائل، كما حدث في بغداد وسامرا والقاهرة، لقد تناول كثير من المؤرخين وكتاب الخطط - مدينة الفسطاط كما وصفها الرحالة في مراحلها المتعاقبة، ولاشك في أننا قد أفدنا كل الإفادة بما دونوه، ونأمل أن نكون قد وفقنا في كتابة هذه السطور.
