تتعرض هذه الدراسة لمفهوم السلطة السياسية وتفاعلاتها مع السلطات الأخرى، لأن مفهوم السلطة يتحدد تبعاً لما يقوم بينه وبين السلطات الأخرى من إشكاليات، واختيار فكر المعتزلة وإخوان الصفاء يعبر عن النتاج الفكري لهاتين الفرقتين، وعن تصور ذاتي مستمد من رؤية متأثرة بأحوال وظروف العصر، حيث نشأت المعتزلة والإخوان في أحضان السياسة ومشكلاتها وقضاياها، وقد فتحت الفرقتان المجال للعقل والتجربة لوضع نظم الدولة المدنية في إطار ثوابت النص، وقد تآثرت أفكار المعتزلة والإخوان بالفلسفة اليونانية التي كان لها الفضل في بلورة هذا الفكر فساعدت هذه الفلسفة في استخدامهم الاستدلالات المنطقية لصالح القضايا السياسية. وقد برهنا على أن مسألة الحكم أو الخلافة في الفكر الإسلامي لا تفصل بين الحياة الدينية والدنيوية.
وقد أوضحنا من خلال البحث معنى السلطة وضرورتها وتفاعلاتها مع السلطات الأخرى، وكذلك مسألة وجوب السلطة، وتعرضنا أيضاً لمفهوم الدولة والحاكم، ثم ناقشنا مفهوم الحرية من خلال الصراع الدائم بينها وبين السلطة، ولقد كانت المشكلة على جانب كيبر من الأهمية في فكر المعتزلة والإخوان حيث قامت الفرقتان بمحاربة فكر الجبر، وعملت على تقوية فكرة التنشئة السياسية والمسئولية السياسية أيضاً، ثم اتجهنا إلى الحديث عن تفاعل السلطة السياسية مع السلطة الدينية والصراع القائم بين السلطتين، ثم ناقشنا أصول المعتزلة ومبادئ الإخوان الدينية وأبعادها السياسية.
