تتزايد التحديات التي تواجه المدارس اليوم من حيث التكرار، والتعقيد، والشدة، الأمر الذي يؤثر على طلب مستوى جديد من التفوق من قادة المدارس. وقد أصبحت هذه المطالب حرجة مما استدعى ظهور برامج إعداد قيادية. فكثير من الجامعات تقوم اليوم بتحديث برامج الإعداد القيادي الخاصة بهم لإدخال مقاربة تتوجه نحو الممارسة القائمة على معايير ومقاييس مسائلة، وتتم الدعوة إلى هذا النوع من التحديث من قبل عدد من المؤسسات الوطنية ووكالات التعليم في معظم الولايات المتحدة الأمريكية. والمنظمة التي قامت بوضع الأسس لهذه الطفرة في برامج إعداد القيادات هي (ISLLC) برنامجاً تم من خلاله عرض "نموذج جديد للقيادة" يتضمن السلوكيات الواجب توافرها في قادة المدارس اليوم.
من خلال سلسلة من ستة معايير، تقدم الـ (ISLLC) قالباً مشتركاً للوظائف التي تقوم بربط سلوكيات القيادة بالمدارس المنتجة والمخرجات التعلمية المحسّنة. تقدم المعايير جهداً تم بذله لصقل مهارات قادة المدارس وموازاة سلوكيات القائد مع مخرجات تعليمية فعّالة (ISLLC, 2008) قامت الـ (ISLLC) بإحداث تغييرات كبيرة في برامج إعداد القادة في الجامعات وتطوير أدوات لتقييم الأداء مرتبطة بهذه البرامج يتم استعمالها من قبل عدد من الولايات حالياً كجزء من متطلبات ترخيص قادة المدارس.
