وليست بريئة أبداً المشروعات المتطوّرة التي تُنفَّذ في مختلف الأنحاء، والتي تُشمل على وجه الخصوص البنى التحتية وقطاعات النقل والمواصلات والتواصل، لأنها في النهاية تُخضع الجميع لمراقبتها المباشرة، وسيطرتها المحكمة، عبر تمكّنها من اختراق مختلف النظم تكنولوجياً وإعلاميّاً. فاستراتيجية مكافحة التمرّد التي اعتمدها البنتاغون مثلاً، دليل حي على ذلك. وليس مستغرباً أن تكون لدى الجيوش وقوات الأمن الغربية والإسرائيلية نظرة إلى جميع المناطق العمرانية على أنها ساحات صراع محتملة.
ستيفن غراهام في كتابه "مدن تحت الحصار" يُسلِّط الضوء على كل ذلك، مؤكداً أن الأقوياء، ولاسيما الجمهوريين الأميركيين يكرهون "المُدُن" فهي مجرّد أماكن يكثر فيها الليبراليون الذين لا يصوّتون لهم! باختصار، يظهر غراهام كيف تحوّلت الجيوش الغربية إلى قوى مكافحة تمرّد مزوّدة بأعلى التقنيات، هدفها الأساسي السيطرة وتطبيق العنف السياسي.
