يقتصر نطاق بحثنا، علي بيان ماهية مؤسسات المجتمع المدني ودورها في حماية الحقوق والحريات العامة، ولابد من الإشارة إلى أن لموضوع بحثنا جانبين، إحداهما دستوري والأخر يتعلق بالقانون الدولي لحقوق الإنسان، ومن أجل الإحاطة بموضوع هذه الدراسة من كل جوانبها فقد ارتأينا تقسيمها على ثلاث فصول تسبقها مقدمة وتعقبها خاتمة، سيبين الفصل الأول الإطار المفاهيمي للدراسة في أربعة مباحث، سيتناول المبحث الأول ماهية مؤسسات المجتمع المدني وخصائصه، وسوف نتناول في المبحث الثاني العلاقة بين مؤسسات المجتمع المدني والديمقراطية والأحزاب السياسية، بينما سوف نتناول في المبحث الثالث التطور التاريخي والدستوري لمؤسسات المجتمع المدني، وسوف نخصص المبحث الرابع لبيان مفهوم الحقوق والحريات العامة وخصائصها والأطوار التي مرت بها، أما الفصل الثاني فسوف نوضح فيه طبيعة علاقات مؤسسات المجتمع المدني في حماية الحقوق والحريات العامة ولتوضيح ذلك سنقسم هذا الفصل على ثلاثة مباحث، سنبين في المبحث الأول العلاقات الدولية، وسوف نوضح في المبحث الثاني العلاقات الوطنية، وسنبين في المبحث الثالث أنواع آليات الحماية التي تمارسه مؤسسات المجتمع المدني، فيما سوف نخصص الفصل الثالث لبيان أنشطة مؤسسات المجتمع المدني في حماية الحقوق والحريات العامة، وأخيراً خاتمة بها أهم الإستنتاجات.
