هذا الكتاب هو أطروحة دكتوراه قام بها الباحث جاكوب سكوفجارد بيترسون، وهي أطروحة فريدة من نوعها، جديرة بأن ينسج على منوالها في تحليل كل من جدليّة العلاقة بين الدين الإسلامي والسياسة، وجدليّة العلاقة بين الدولة والمجتمع، في عهد الدولة القوميّة.
فالدراسات المتعلّقة بهاتين الجدليتين المترابطتين،/ كما قرّر المؤلف في آخر سطور دراسته، نادرة، بل بالغة الندرة، رغم محوريتها البالغة بالنسبة للحاضر والمستقبل معاً، فحلّ معضلة الدولة القوميّة الحديثة في العالم الإسلامي، كان ولا يزال مرهوناً بالتنقيب عن صيغة لعلاقة متوازنة راسخة بين الإسلام والدولة والمجتمع.
وأساس هذه المعضلة هو: من يحدّد من؟ الدولة هي التي تحدّدها ما هو الإسلام، وما هو المجتمع؟ ام الإسلام هو الذي يحدّد ما هي الدولة وما هو المجتمع؟.
ويثير هذا السؤال بدوره جملة من الأسئلة المتفرّعة منه: أين مفهوم الأمّة؟ ما الإسلام؟ ما الدولة؟ من صاحب الولاية في تحديد ما هو الإسلام، وما هي الدولة؟ ما هو ميزان الفصل بين الرؤى المتعدّدة بخصوص كل علامات الإستفهام هذه؟...
لا تقف أهميّة هذا الكتاب عند حدّ السبق لطرق هذا الموضوع الحيوي في مصر بما لها من ثقل جيوإستراتيجي إسلامي، فهو نتاج بحث جاد ومستوعب على مدى ست سنوات، أثمر دراسة بالغة التوثيق، استعانت بمراجع بلغات أوروبية عديدة، فضلاً عن اللغة العربية، إلى جانب سجلات فتاوى دار الإفتاء المصريّة منذ نشأتها عام 1895 حتى عام 1996، واتبع الباحث منهجية تحليليّة لكل من محوري دراسته: تعريف الدولة بالإسلام، والمفتون ودار الإفتاء المصريّة.
