عندما صدر هذا الكتاب في مدينة طرابلس في منتصف عام 1946م كان دينس هاينز قد بلغ من العمر 33 عاماً , وقد قضى ثلاث سنوات مقيماً في طرابلس مشتغلاً في قطاع الآثار بعد أن وصل إليها عام 1943 م حيث تم تعينة ضابطاً للاثار هناك , وكان قبلها قد قضى عدة سنوات تابعاً للجيش البريطاني في سلاح المدفعية منذ سبتمبر 1937م ثم تم نقله إلى المخابرات وقد عمل في بريطانيا ثم في إيطاليا وكان مهتماً بحماية المواقع الأثرية , وقد بدأ حياته العملية في مجال الآثار بالعمل باحثاً في المدارسة البريطانية في روما لمدة سنة 1937-1936م ثم عمل مساعداً لمحافظ قسم الأعمال المعدنية في متحف فيكتوريا وألبرت منذ عام 1939م وأسهم في حماية المعروضات وتخزينها أثناء الحرب العالمية الثانية , وفى طرابلس اهتم بإصلاح الأضرار التي أصابت الآثار في غربي ليبيا بأعمال تنظيف الأنقاض وترميم بعضها متعاوناً مع الخبراء الإيطاليين الذين كانوا يعملون في إدارة الآثار قبل الحرب , وخلال السنوات التي قضاها هاينز في طرابلس كانت إدارة الآثار تحت سيطرة الإنجليز حيث عاصر وارد بيركنز زهايسلوب وعمل معه ثم حل محله , كما كان قودتشايلد نائباً له , وقد نشر هايسلوب مع أبلبام كتيباً عن الآثار في كيرينايكا موجهاً للقوات والإدرايين صدر عام 1945م , ويبدو هذا ما دفع هاينز إلى أن يؤلف كتابه هذا الذي كان موجهاً إلى العسكرييين عند توجههم لزيارة المواقع الأثرية الطرابلسية أو للسياحة العسكرية في المقام الأول , ويبدو أن الأمر كان مقصوداً أن تصدر أدلة سياحية عن الآثار الليبية لتحل محل تلك التي كتبت بالإيطالية وأن تكتب بلغة الجيش البريطاني .
وبعد صدور كتابه أو دليله بأشهر عاد إلى بريطانيا في سبتمبر 1946م حيث واصل عمله في المتحف البريطاني وعين محافظاً لقسم الآثارالإغريقية والرومانية في عام 1954م واستمر في العمل به حتى إحالته على التقاعد عام 1976م وفي نهاية مسيرتة الوظيفية عين أستاذاً في جامعة أبريدن ما بين 1973-1972م ثم رئيساً لجمعية الليبية في لندن ما بين 1975-1973م , وقد توفى في أكسفورد في 29 سبتمبر عام 1994م عن عمر 81 عام.
