لابد ان نشير في البداية إلى ان التحضر ، وإن كانت له أبعاده المستقبلية في حياة الأمم - على اعتبار أنه يحقق للشعوب الرفاهية والعدالة الاجتماعية - الا أنه في نفس الوقت لابد ان تتعرض الشعوب وهى تسير نحو التحضر لآثار تمس بناءها الاجتماعي ، وأن تبرز مشكلات طارئة كنتيجة حتمية للوصول إلى مرحلة التحضر.. وعملية تحديث أو تنمية المجتمعات ، ليست مشكلة سياسية، أو اجتماعية ، أو ثقافية ، أو تربوية أو اقتصادية ، فحسب ، بل اننا نعتقد أنها ( جزء من هذا الكل) .. فلابد للقائمين على التخطيط وبرامج التنمية ، أن يدركو أن مشكلتهم تمث جزءا من تلك المشكلات ، وان يسيروا وفق خطة تضمن تلافي ظهور مشكلات التحضر او الحد من انتشارها على الأقل .. فلا يجوز مثلا أن نهتم بالجانب الاقتصادي ونغفل الاجتماعي ، أو أن نهتم بالاثنين على حساب الجانب الثقافي وهكذا . اذا لابد للعملية من نظرة متكاملة إلى كل الظروف ونحن نسير نحو مرحلة التحضر. وهذه الدراسة جاءت كواجب وطني رأيت أنه لابد من أدائه لكشف الايجابيات والسلبيات. التى تتعرض لها المجتمعات القبلية في بلادنا ونحن نسير بخطى سريعة نحو التقدم وتحديث المجتمعات المحلية.
