كان النفط في الكويت، كما في بقية دول الخليج العربي؛ ظاهرة جديدة في سياق تكوينها التاريخي، تميزت بالثروة المالية والنمو الكبير في الدخل والرفاه الإقتصادي والتغيّر الإجتماعي.
إلا أن تاريخ الكويت المعاصر لا يرتبط بظهور النفط وإستثماره، بل برزت الكويت دولة تمتعت بالحياة الإقتصادية والتجارية قبيل ظهور النفط، ثم حدثت فيها تغييرات إقتصادية وإجتماعية، ونهضة تعليمية وأدبية وثقافية، بعد ظهور النفط وإستثماره، التي تعدّ تجربة رائدة في دول الخليج العربي إلى جانب مكانة الكويت الإقتصادية والإستراتيجية لدى الدول الكبرى، بريطانيا والولايات المتحدة.
إن تاريخ الكويت السياسي يرتبط بأسرة آل الصباح في (الإمارة / المشيخة) التي تحولت إلى (دولة حديثة) بعد حصولها على الإستقلال، وإصدار الدستور، وإنشاء أول تجربة برلمانية وديمقراطية في دول الخليج العربي بدءاً من (المجلس التشريعي الأول) في عام 1938 نواة للحركة الإصلاحية في الكويت، وإستمرارها حتى اليوم كتجربة "فريدة" في منطقة الخليج على الرغم من التعثّرات والإخفاقات التي شهدتها بسبب المواجهة بين الحكومة ومجلس أمة، أو بين الحكومة وقوى المعارضة، لكنها استمرت في ديمومتها وربما استفادت بشكل أو بآخر من تجاربها السابقة.
من هنا، جاءت فكرة هذا الكتاب الذي يهتم بتاريخ الكويت منذ عهد المؤسس الشيخ مبارك الصباح (مبارك الكبير) في عام 1896، وحتى عهد أمير الكويت (الحالي) الشيخ صباح الأحمد الجابر الصباح عام 2018.
ومن ثم، فإن الكتاب يتناول تاريخ الكويت الحديث والمعاصر للفترة بين (1896- 2018) في دراسة التطورات السياسية، والتجربة البرلمانية، والديمقراطية.
