يشكل المكان الشخصية الأبرز في قصص "تحت سماء الجنوب" للشاعر والإعلامي عمّار الوائلي، فتشغل أهوار الجنوب العراقي خيراً واسعاً في النص، حيث شارك المؤلف مقاوماً النظام العراقي الأسبق في إنتفاضة 1991، والتحق بالفصائل الثائرة في أهوار الجنوب، لتحضر في النص كما يقول "هي تفاصيل جنوبية لا يعرفها إلا من عايشها وعايش ظروفها... أحبها بكل ما أوتي من قلب وباتت تنبض مع وفاته... بحلوها ومرها الحلو... وتقولون... كيف يمكن للمرّ أن يكون حلواً؟... تلك هي حدود الله في هذا الجنوب الذي تغفى العيون فيه وينسدل هدبها على إمتدادات ماء وطيور مائية وطين يختلط ويعجن في أروقة مجرى الدم في الجسد...".
يضم الكتاب ثمان قصص تهيمن عليها الموجهات الفكرية والأيديولوجية الفاعلة للإعلامي عمّار الوائلي والكامنة وراء إبداع هذه القصص التي تنهض الحكاية فيها على كشف البعد العدواني في شخصية الحاكم تجاه المحكوم، وذلك بإحالتها إلى مرحلة مفصلية كبرى من زمن عاشه الراوي فجاءت القصص بمثابة لقطات، كل لقطة هي حكاية "صار أمامي وجه أمي، في ثلاث لقطات... الأولى في عام 1980... كانت تبكي عند رأس والدي مع عماتي وبقية نساء الجيران... واللقطة الثانية في منتصف عام 1986، حيث اعتقل الأمن العام أخي حسن فضل... الموقف الثالث في نهاية عام 1992... بعد إغتيال أخي حسين من قبل الأمن العام بأسبوعين... في وقتها... كنت قد جرحت على يد السلطة مع من خرج وسكنت الأهوار... اللقطة الثالثة كانت للشهيد علي الفرطوسي... استطال الوقت بي وصار يتناثر من بين أصابعي...".
وهكذا تتوالى اللقطات لتشكل حياة بأكملها في نص هو شهادة على تجربة مؤلمة، عاشها مناضلون عراقيون، في مرحلة تاريخية قريبة، وكانت مهارة الوائلي بأنه أقام بالأدب معادلاً للواقع ورسم شبيهاً لكثير من الأنظمة العسكرية التي أخذت تتهاوى تباعاً.
