في كتابه السابق لم نعْد وحدنا في العالم، سلّط برتران بادي الضوء على تعثّرات نظام دولي دَهمته العَوْلَمَة، أمّا في كتابه هذا فيُبيِّن كيف أنّ الجنوب، الذي انبثَق إلى حدٍّ كبير من إنهاء الإستعمار، يتفاعَل مع هذا الوضْع ويُمسِك بزمام الأمور، ويُعيد تشكيل النِّظام الدوليّ.
حتّى نهاية الحرب الباردة، كانت المُنافَسة بين القوى العُظمى هي التي تَصنع التاريخ، أمّا اليوم، فإنّ هذه المنافسة لا تعاني الفشلَ فحسب، بل إنّ الضعف، الذي هو أساس معظم النّزَاعات (من خلال ضعف الدول، والأمم التي انضوت تحت لواء منظوماتٍ مؤسّسيّة، أو الروابط الإجتماعيّة)، هو الذي يحدِّد الرهانات الدوليّة ويُنتج معظم الهواجس التي تُلقي بثقلِها على المستقبل.
من هنا، يتبدّل معنى الصراعات العالَميّة في العمق، فبعد أن أصبحت على شكل مُنافسات يحرّكها الضعفاء، لم تعْد محصورة ضمن أُطر جغرافيّة، ولا تتواجَه فيها حصريّاً جيوش ودول، وحتّى قد يكون لها غرضٌ وحيد هو إدامة "المجتمعات الحربيّة"، كما أنّها تتيح عُنفاً مُنتشِراً، وتتنامى كالجذمور لتُطاوِل الجميع، إنّه أمر يصعب على القوى العُظمى القديمة تقبّله.
إن النّظام الدوليّ يتحوّل تحوّلاً لا مَناصّ منه، من دون أن تُدرك الدول حَجم ما يجري، فهو يستوعب عَناصِرِ فاعِلة جديدة ويُعيد كتابة جدول الأعمال الدوليّ وصولاً إلى جعل القضايا الإجتماعيّة من أهمّ القضايا المصيريّة في عصرنا (الديمغرافيا، عدم المساواة، الأمن البشري، الهجرات) إنّ التحدّي هو في إختراع علاجات لهذه "الأمراض الإجتماعيّة الدوليّة" الجديدة.
